The Lao National Renewable Energy Strategy Programme, funded by the Finnish Ministry of Foreign Affairs, is seeking a highly motivated Lao National or International Consultant for Human Resources Development and Strategy Implementation Planning (1 position) 1.5 person months to begin as soon as possible.

Objectives of the Assignment: To provide short term technical assistance to the Ministry of Energy and Mines, the Department of Electricity, for the new Renewable Energy Unit which will further the development of renewable energy use.

Scope of Work and the Main Tasks:

1. Develop the terms of reference for the renewable energy unit of the DOE/MEM based on the strategy.

2. Preparation of the five year work plan (including estimated budget) for the unit for the initial stages of implementation of the strategy.

3. Preparation of a human resources development plan for the unit.

Qualifications and Experience required: At least 5 years experience working in government Energy Ministries or Agencies or private sector companies in the field of human resources or organization design or development planning. Excellent level of oral and written English is essential.

Outputs: The following outputs are expected.

1. One to two seminars, outlining the work plan and the human resources plan, will be given to the MEM/DOE, the affiliated agencies and Ministries.

2. Working with the DOE counterpart, a policy document should be written which will serve as the basis for the human resources development plan and the work plan for the unit for five years of implementing the strategy.

This will be translated from English into Lao and circulated to the Working

Group for comments.

3. To equip MEM/DOE with the tools to identify the required competencies and knowledge for key positions by assisting employees to develop to successively plan and prepare candidates to acquire key positions within the Renewable Energy Unit.
