Public Involvement & Community Development Officers (2 positions)
Theun Hinboun Expansion Project (THXP) is an expansion of an existing hydropower scheme owned and operated by the Theun-Hinboun Power Company (THPC). The THXP Social Development Unit is responsible for fostering strong resilient communities in the project area by ensuring the participation of affected people in community development programs for their community.
Public Involvement & Community Development Officers (2 positions)
Key Responsibilities:
• Actively participate in the implementation of the consultation and community development program by working directly with affected community members
• Represent the needs and interests of members of affected communities and help to shape livelihood, infrastructure and social development activities to most closely meet the needs of all groups in the community
• Participate in the compensation process to ensure affected people are fully
informed about relevant regulations, receive their full entitlements, and understand grievance procedures
• Act as a trainer or facilitator for a range of activities, including management, planning, sanitation, education, women and youth empowerment, and savings and credit schemes
• Participate in results-oriented qualitative monitoring of initiatives in affected communities
Required Qualifications:
• 1-5 years experience in community development in rural areas at the community level and a strong understanding of participatory development principles
• Good communicator and listener, able to build trust with the community
• Strong analytical thinker and able to work with minimal supervision
• Willing and able to work in the field full-time
• Ability to work in a gender and ethnically sensitive manner and
• Basic computing skills, including Microsoft Word and Email In addition, any of the following would be a significant asset:
• English language skills
• Specific experience with village committees, local management and planning, women’s leadership, water and sanitation, extension, participatory project monitoring, or resettled community support
• Gender and social analysis skills
• Budgeting and report writing skills
• Degree in any development-related field
These positions will work in Hinboun District, Khammouane province. The position may be based at the THPC site office in Khounkham Village on Road No. 8 or in a project community. Accommodation is provided. Women are strongly encouraged to apply.
