VACANCY ANNOUNCEMENT
The Lao Environment and Social (LEnS) Project , implemented by the Environmental Protection Fund (EPF)
and supported by the World Bank, provides sub-grants to strengthen environmental and social management
in Lao PDR. LEnS is implemented at the national level and, within three target provinces of, Bolikhamxay,
Khammouane and Savannakhet. The LEnS Project is seeking for National Consultants for the
Following Position:
Planning Manager. The Planning Manager will be responsible for developing concept papers and project proposals to ensure the continued funding of EPF. He/She will also provide support to the various EPF projects and sub-grant applicants for the development of project proposals. He/she will work closely with the EPF/Project provincial staff in obtaining field information needed for proposal development. S/he will work under the supervision of the EA Technical/Planning/M and E, with the guidance of the EPFED
Experience and Qualifications:
• A recognized university degree in environment, development or other related fields
• Preference will be given to candidates with at least graduate degrees
• Fluency in written and spoken English required
• Significant experience in proposal development/writing, and report-writing
• Excellent communication and planning skills;
• Significant experience of working closely with and transferring capacity to field staff or sub-grantee staff
• Literacy in information technology and common software packages for spreadsheets, databases and accounting
The initial contract for the two positions above will be 1 year, with potential for extension. The duty station will be in Vientiane, but occasional travel to the target provinces may be required.
